Who it suits
The Windsor makes most sense when you want central Nice without a chain-hotel feel. The tropical garden and small seasonal pool are unusual this close to the centre; the 24-hour reception and luggage storage take some of the hassle out of arrival day.
The catch
Personality comes first here. Rooms are individually decorated and the pool is seasonal, so book it because that character appeals to you.
